Does my 1-year-old have to pay for a seat to fly, she’s not walking yet.

If the baby is under 2, they fly free with most airlines. I fly frontier with my son all the time, just make sure to add them to the reservation when booking, the child will need their own boarding pass, even though they won’t have their own seat.
Delta allows children under 2 to fly free if they sit on your lap. If you want a separate seat you must purchase it
New York is a good city to fly from, flight time is less than 13 hours. Your trip will of course be longer depending on where you depart from.
