It depends on the city and gate staff, if it’s not a large bag, most staff don’t care.
Save yourself the trouble and just buy the bag. If there are petty staff at the gate, they will make you pay anyway, and they will weigh your bag which could cost even more.
From my experience you may be able to slide pass with a small backpack or bag, I’ve done that once or twice.
